UMASS BOSTON PROJECT LABOR AGREEMENT (PLA) CONSTRUCTION PROJECTS- $700 Million

In 2010, the Metro Boston Building Trades Council, the New England Council of Carpenters and the University of Massachusetts Building Authority (UMBA) entered into a PLA for the reconstruction and renovation of the UMass campus in Boston. The PLA required that the project would adhere to the Boston Residents Jobs Policy‘s workforce participation goals which, at the time, was at least 10% of the total employee work hours in each trade for women. [The BRJP goal for women was was raised to 12% in 2017].

In partnership with PGTI, and as stipulated in the PLA, an Access and Opportunity Committee (AOC) was established to monitor hours and compliance with the workforce goals. The UMass Boston PLA became the laboratory for the development and testing of PGTI’s Finishing the Job: Best Practices for Diversity in the Construction Workforce V9 2021 which have been successfully used on over $6 billion in construction in Massachusetts to date.

MASSACHUSETTS GAMING COMMISSION (MGC) CASINOS

In 2016, PGTI entered into a partnership with the Massachusetts Gaming Commission (MGC) to ensure that two planned casino construction projects would employ at least 7% tradeswomen’s hours as contractually required of the casino owners and contractors. Monitoring of hours and compliance with best practices was done by the standing MGC Access and Opportunity Committee (AOC). Detailed AOC reports are available here and in the MGC Archives.

MGM Casino, Springfield MA (2015-Aug 2018) $960 million

UMASS BUILDING AUTHORITY (UMBA) PROJECTS

In 2016, UMBA extended its partnership with PGTI and established Access and Opportunity Committees to monitor construction diversity on the UMass campuses in Amherst and Lowell. In 2018, an AOC was established for the UMass campus in Dartmouth. In 2020, UMass Memorial Medical Center in Worcester added an AOC.
