- In January 2017, the City of Boston raised its target for women’s participation in construction within the City to 12% of work hours. - The Office of Federal Contract Compliance Programs (OFCCP) is legally responsible for enforcing Executive Order, 11246 which forty years ago set the target of 6.9% women’s hours on federally funded construction. The agency has rarely been helpful. See the document that justifies their failure to enforce the law here. The laws that the agency is not enforcing are available here. A 2013 attempt to grow some teeth, the Mega-Projects MOU between OFCCP and GSA, has had no impact on increasing tradeswomen’s employment in the Northeast.
